Importing fresh French seafood into Dubai means registering the food in the UAE federal system, having each consignment released by Dubai Municipality, and providing the original health certificate from France, for fish flown from Paris Charles de Gaulle in about 7 hours nonstop, according to the carriers' published flight times. Dubai is the closest of the three markets covered in this guide: a shipment bought at a French auction in the morning is usually delivered to a Dubai cold room the next day, depending on the supplier and the carrier, and the time difference is only two or three hours.

What does Dubai require to import fresh seafood?

Food imports into the United Arab Emirates are regulated at two levels: the federal Ministry of Climate Change and Environment (MOCCAE), which runs the national food registration system (ZAD), and each emirate's food authority. In Dubai, that is Dubai Municipality, which registers food items and releases imported food consignments.

On the French side, the mareyeur or the forwarder requests the export health certificate through Expadon 2, the French Ministry of Agriculture's platform, which has been the only route for fishery products to non-EU countries since 3 June 2025; the département's official veterinary services sign it. Check with your supplier that the certificate carries the wording above. A catch certificate is only needed if the destination requires one: ask your clearing agent. The full list of French documents is in the sourcing guide.

Which French species to look for?

French fish competes on wild catch and on species that chefs know by name. Among the French species often found on export price lists:

  • Oysters from Brittany, Normandy and the Atlantic coast.
  • Dover sole, turbot, John Dory (Saint-Pierre) and line-caught sea bass (bar de ligne): whole fish for fine dining and grills.
  • Brittany blue lobster (homard bleu), May to July, still good in August, and langoustine, April to July.
  • King scallops (coquille Saint-Jacques), October to April; French fishing is closed from 15 May to 30 September.

These seasons are the national pattern of French auction sales (FranceAgriMer, 2024); the sourcing guide has the full table.

How does fish travel from a French auction to Dubai?

Nonstop flights link Paris CDG and Dubai in about 7 hours, according to the carriers' published flight times. Days and departure times vary by carrier and season: your forwarder knows the current ones.

Dubai is 2 hours ahead of France from late March to late October (French summer time), 3 hours ahead the rest of the year. Sale times: Port Boulogne Calais and Société des pêches de Cornouaille. Departure and arrival times vary by carrier and day.

What does the time difference change for ordering?

Very little, and that is Dubai's advantage over Asia:

  • Price lists arrive in the Dubai morning, at the start of the business day.
  • The whole morning to decide. A Dubai buyer has the morning to compare, check hotel and restaurant orders, and confirm, while the French team is still reachable; the cut-off is set by the supplier and the forwarder.
  • Next-day delivery is usual. Fish is usually delivered the next day, depending on the supplier and the carrier.
  • Watch the weekend. Government offices in Dubai work Monday to Thursday and Friday morning, with Saturday and Sunday off; private schedules vary. French auctions do not sell every day either: Boulogne-sur-Mer sells Monday to Saturday, Le Guilvinec Monday to Friday, and neither sells on Sunday. Orders for the weekend need planning.

How do Dubai importers compare French suppliers?

Dubai importers who carry French fish often buy from several mareyeurs and compare them with other origins on the same morning. The work is the same as in any market, with one specific point: the health certificate.

  1. Normalise each line. French names, presentations and size grades differ from one list to the next; the sourcing guide lists the six points to bring to the same basis.
  2. Check the documents, not just the price. A supplier who cannot provide the right certificate wording ("WILD CAUGHT", or the pork-free statement for farmed fish) puts the consignment at risk at the port of entry. For a buyer, that is part of the comparison.
  3. Convert to a landed cost in dirhams. Price per kilo, plus trucking to CDG, packing, air freight on chargeable weight (ice and polystyrene included), handling, municipality fees and local delivery.
  4. Read the price over time. Against the same supplier's previous weeks, last season and the other lists of the morning.
